HTS classifier terms of service
Version 2026-10-19 · Last updated 19 October 2026
These terms apply to the HTS classifier on ukeulex.ai (the "classifier") and to your client account for it. When you create an account you accept this version of these terms, and its version is recorded with your account. The site's general Terms of use and the Privacy page also apply.
1. Who provides the classifier
The classifier is provided by Appalachian Customs Service LLC, a U.S. customs broker licensed by U.S. Customs and Border Protection (CBP), 375 Sylvan Ave, Ste #28, Englewood Cliffs, New Jersey 07632 ("we", "us"). Contact: min@appalachianuscustoms.com, 201-218-6640.
2. Who may use it
- You need a client account with a confirmed email address, and a customs power of attorney granted to us that our licensed customs broker has approved and that remains in force.
- You must be at least 18 and, if you act for a company, have authority to bind it. One account is for one person; keep your password to yourself.
- We may decline an account or a power of attorney, and may suspend an account that breaks these terms.
3. What the classifier does
You describe a product. The classifier works through the Harmonized Tariff Schedule of the United States (HTSUS) in force, one level at a time, applying the General Rules of Interpretation in order, and asks you for any fact that decides the next split. It proposes only lines printed in the current revision of the HTSUS.
It uses an artificial intelligence model to read your description and the tariff text. That is why every result starts as a draft.
4. Drafts, broker review, and what a result is not
- A draft is for reference only. It must not be used for a customs entry until our licensed customs broker has reviewed it and approved it or replaced it with the correct line.
- A review applies to the product as you described it, under the revision of the HTSUS in force at the time. If the product, its materials or its use differ from your description, the classification may differ.
- A result is not a binding ruling. Only CBP issues binding rulings (19 CFR Part 177), and CBP may take a different view of any classification.
- Duty figures are estimates. They leave out anything marked "not computed". Additional duties under Chapter 99 are added only when the broker selects them, and other agencies' requirements (for example FDA, EPA or USDA) are not determined by the classifier.
5. Your responsibilities
- Describe products accurately and completely, and answer the classifier's questions truthfully. As importer, you remain responsible for using reasonable care in your entries (19 U.S.C. 1484).
- Do not enter other people's personal information in product descriptions.
- Keep the information in your power of attorney current, and tell us of changes to your business.
- Do not copy the classifier's content in bulk, use automated tools against it, try to get round the daily limit, or use it for anything unlawful.
6. Your power of attorney
The power of attorney you sign on this site appoints Appalachian Customs Service LLC as your customs broker on the terms printed in it. It stays in force until revoked in writing, except that a partnership's power of attorney lapses two years after it is signed. You may revoke it in writing at any time; we may also revoke our acceptance of it. When it is revoked or lapses, you can no longer start classifications.
7. Limits and fees
Each client account may start a limited number of classifications a day (currently two); we may change the limit. Using the classifier is currently free of charge. Customs brokerage services, such as preparing and filing entries, are provided and charged separately under our Terms and Conditions of Service, which the power of attorney incorporates.
8. Liability
- To the extent the law allows, the classifier is provided as it is, and we are not liable for loss arising from a draft that has not been approved by our licensed customs broker, from a description that was inaccurate or incomplete, or from a duty estimate.
- For approved classifications and any customs business we transact for you, our responsibilities and the limits of our liability are those set out in our Terms and Conditions of Service and the power of attorney, and those imposed on customs brokers by law (19 CFR Part 111). Nothing in these terms reduces them.
- Nothing in these terms excludes or limits liability that cannot lawfully be excluded or limited, or any right you have under law that cannot be waived.
9. Records
As a licensed customs broker we keep records of the customs business we transact, including powers of attorney and classification records, for the periods federal law requires (19 CFR 111.23). Closing your account does not end those periods. The Privacy page explains what is kept and for how long.
10. Ending your account
You may close your account by writing to us. We may suspend or close an account that breaks these terms, and will tell you by email. Closing an account does not by itself revoke a power of attorney; revoke it in writing.
11. Governing law
These terms are governed by the laws of the State of New Jersey and applicable federal law of the United States.
12. Changes to these terms
We may update these terms. We will email you before a new version applies to your account, and the version date above will change. The version you accepted applies until then.
